3. But the rot goes particularly deep in Honduras.
4. The arrest was in response to an extradition request from the US relating to a drug trafficking case.
2 is the best opening sentence, as it sets the context for the paragraph. 24 is a strong link: 2 talks about an arrest and 4 explains what the arrest was in response to. 13 is a strong link too: 1 states that Mr. Hernandez is not the first Latin American head of state to be accused of drug- trafficking; 3 adds to 1 saying that the rot goes 'particularly deep' in Honduras. 2413 makes a coherent paragraph.
Choice A is the correct answer.
