Explanatory Answer

There is a mention of “economic change”, thus the first blank cannot be “Productivity”. Option B is hence eliminated.
The last blank needs to be a negative connotation; when there is “so… that” in the sentence, it conveys an opposite meaning. Since the first blank should be either “Expenditure” or “investment”, the last blank should convey that this investment/expenditure is not “powerful”. Hence, option C can be eliminated as well.
The second and third blank should convey two different negative aspects that lead up to the fourth blank. “Small” and “insignificant” convey an almost similar meaning, and cannot be the most appropriate option. A is also eliminated.
We are left with options D and E. The fourth blank in both of these options are useless/irrelevant. “A useless/irrelevant predictor” is how the sentence would look like. A prediction is useless or irrelevant only when an event is very certain and predictable. “Erratic” means uncertain, for which predictions are required. Hence, option D can be eliminated.
This leaves us with option E which is the right answer choice.

Choice E is the correct answer.
